
This is a local plan study project for Jerteh-Kg. Raja-K.Besut, Terengganu Darul Iman
under the administration of Majlis Daerah Besut (MDB) with the collaboration of Pejabat
Projek Semenanjung Malaysia, Jabatan Perancang Bandar dan Desa (JPBD).
The study area is located in Daerah Besut with an approximate area of 10,068
hectares. The overall study will be based on the Rancangan Struktur Besut (1991-2010) and
to be governed by the Akta Perancangan Bandar & Desa 1976 and Akta Perancangan Bandar
& Desa (Pindaan) 1995.
This study consisted of detailed planning of all fields of physical social
economic development spanning a 10-year period from 2001 till 2010. It is a development
corridor with three major towns namely Jerteh, Kampung Raja and Kuala Besut.
This development corridor is unique in as sense where Jerteh is earmarked as
a commercial hub, Kg. Raja is earmarked as an administrative and education centre and
K.Besut will be developed as a tourism centre.
The consultant study team consists of 8 sub-consultants specialising in
different fields of study. We are responsible for the study of infrastructure and
utilities comprising of the following sectors:-
Drainage
Sewerage
Water Supply
Electricity
Garbage Disposal System
Telecommunication

The study methodology consists of
3 stages, namely:-
Preliminary Report includes the scope of study, data source and type
of output to be produced;
Technical Report includes the study of existing condition,
projected growth of development, services demand and to identify problems or issues;
Local Plan Draft comprising the written statement on the issues
encountered and the proposed solutions as well as the written guidelines stating the
policies, acts, by-laws or other authorised guidelines to be adhered to by any
recommendations proposed.
The Preliminary Report approved by Majlis Daerah Besut on 27th
January 2000. It has set the scope of the Technical Report which followed suit.
The study area is located at a low coastal area and is subjected to yearly
flooding due to overflowing of its main river, Sungai Besut and its tributaries.
Agriculture is the main economic activity in the study area with rice
cultivation is the major sub-activities. Part of the study area is located in one of the
eight major paddy granary in Malaysia.
Based on these two constraining factors, drainage and irrigation system and
vast existing agricultural land area, the Draft Local Plan Report was carefully drafted.
A total of 18 Development Blocks were demarcated based on characteristics
and parameters such as land use pattern, physical boundary, housing etc.
Each blocks were incorporated into Proposed Development Map ("Peta
Cadangan") where physical economic and social planning have been proposed according
to its targeted development in year 2010.

The implementation of the local plan are guided
by a set of standard guidelines covering all field of study carefully drafted to cater for
the need of each development blocks.
Among the major guidelines refer to in our Infrastructure and Utility Sector
is the use of the new Irrigation and Drainage Departments Urban Storm Water
Management Manual For Malaysia 2000 Guidelines.
The project was started in October 1999, and the Local Plan Draft was
finalised and approved during the Besut Local Council meeting in March 2001.
It then proceeds to be shown to the public for their comments, suggestions
and objections before the Local Plan to be gazetted for implementation and enforcement. |
